The only way I was able to stop this is using a registry editor. you can get one by going here http://www.phm.lu/Products/PocketPC/RegEdit/.

Now this is at your own risk only do this if you know what you are doing.

Install registy editor
Open it
change

From
[HKEY_LOCAL_MACHINE\Comm\ConnMgr\Providers\{7C4B7A3 8-5FF7-4bc1-80F6-5DA7870BB1AA}\Connections\Sprint PCS]
"Enabled"=dword:00000001

to
[HKEY_LOCAL_MACHINE\Comm\ConnMgr\Providers\{7C4B7A3 8-5FF7-4bc1-80F6-5DA7870BB1AA}\Connections\Sprint PCS]
"Enabled"=dword:00000000

If you can change the title of this to something like "Error using WiFi without data plan" anyways hope this helps.
