If you have several program open at once it may take a while for the phone app. to load, but if it's happenning consistantly even after a soft reset, you might want to take it in to Sprint (if you've got insurance) to get it fixed or a replacement. It could be that the physical button is not working correctly.
Try pressing it slightly harder than normal and see if it registers then.
