You have 3 options:

1a. Connect your device to a PC and using Activesync or WMDC copy the cab file to the phone.

1b. Put the cab file onto a MicroSD card and insert that into your phone.

1c. While using the internet on the phone you can download the cab file directly to the phone.

Step 2:

Regardless of which option you use, open up File Explorer and double click on the cab file. Then select where you want to install the program. You will have the option of the device or a storage card.
