Use with phone through wifirouter apps is unlimited as per the way data is routed. Technically its against TOS to unpaid tether with a phone that offers a 5gb paid tethering pkg. Data use is tracked & yes verizon has the ability to detect the tether work arounds. However, the stance of hands off on android market apps ie. Pdanet and the palm pre we just released with the advertised wifi router feature at no extra charge is pretty much vzw saying off the record to go for it.

Out of curiosity, how can tethering work arounds be detected?

The tethering on the pre is not free. Also you can't download all types on traffic on a phone. They can look at the traffic and determine that the data is used by a pc and not the phone.
