I miss how easy it was to mod a WinMo phone, but after you root an Android phone, it's cake. It takes some getting used to.

thats ONE thing i do miss a bout the old windows phones is that you can add all kinds off stuff on there and didn't have to root anything...to have anything great on android you have to root this, flash that...smh

...but what you are asking for is from an updated version of sense not an application. There is no way you can have that without rooted. Same thing applied to windows mobile.
