First, set up for a WiFi connectioin and see if you are getting the same results. If so, then you know it is not a bandwidth issue.
As far as buffers, each app managers its own. I don't think a Rom change would would make a difference, other than one that is overclocked. One thing that does matter is available memory. Be sure you have all the apps pushed over to the SD card that you can. Also, test your phone from a vanilla state. I.e. do a beboot and when you start up, immediately run you test. If it performs well but degrades latter on, you know you are dealing with either low memory or overtaxed CPU.

Its not the connection, its the apps. SprintTv blows. You cant use that app on wifi anyway. I have noticed that my performance streaming high quality youtube vids and general embedded video has greatly improved with 10.2.

Well I am running gingerbread now and when I installed it I lost everything and haven't had a lot of luck with my back up so I am just reinstalling everything. The good part is that the streaming video is now great on you tube but I lost sprint tv and imagine I can't get it back now unless I install the stock rom? Oh well, there are many better apps I am sure.

Sprint tv really really sucks. It's one of the first things I took off after rooting. And I don't mean just on evo. I have went through about 4-5 different smartphones with Sprint tv on them and never once enjoyed using it.
