the battery mv is 3796 right now.
it's so weird. it's able to connect to the computer through the file explorer, but it's not charging. i thought it was. the battery was at 91% so i downloaded some apps from the market, and it dropped to 60%. while the cable is connected to the computer.

PC36IMG.ZIP is just a wrapper for an image that you want to be picked up from the Bootloader. If you don't have access to recovery, that is a way to flash an image. There is no gurantee to what it is unless you look inside the zip file. So I can't tell you what it is. Look guy, it appears at this point that your may have a hardware issue. I cannot tell for sure but I would install the RUU, if you can.
Use RUU_SuperSonic_S_Sprint_WWE_3.70.651.1_Radio_2.15. 00.11.19_NV_1.90_release_161482_signed. It is downloadable from HTC. Then check if your problem goes away. Make sure you are on a known good cable. These problems require the process of elimination. Don't rule anything out. I have seen SDCards cause problems you would never think were related. (i.e. what if your processor is caught in a loop trying to retrieve a file? would it drain more energy than you are charging?)
So, step by step you remove doubt until you end up at the physical phone whereas you sprint to Sprint. Good luck.

I Had the same problem and despite what a previous poster said the evo's charging port is poorly attached to the board and mine was slowly breaking off and eventually completely snapped of inside. I mailed mine to htc and they replaced the board, screen and outer bezel all under warranty . And they even mailed it back with a clean esn when the one I sent them was bad :0
