Here is what the law says, that I have found, Global Legal Information Network

"The Wireless Telephone Protection Act (Public Law 105-172, 112 Stat. 53-55) amends the federal criminal code to prohibit knowingly using, producing, trafficking in, having control or custody of, or possessing hardware or software knowing that it has been configured to insert or modify telecommunication identifying information associated with or contained in a telecommunications instrument so that such instrument may be used to obtain telecommunications service without authorization.
"

Notice the last part. It doesn't say it's illegal to change an ESN Period, it says to obtain unauthorized service.

Though this part prevents you from taking a cellphone and changing ESN for purpose of using another carrier unless authorized by the other carrier.

That said, there are also State laws that prevent you from tampering with esn unless you are a manufacturer

From the small search on the matter that I did, the FCC is the only ones that regulate ESN and MEIDs. I tried checking to see if maybe states were able to govern this but its a federal matter as earlier stated

However getting off the phone with (finally a helpful person) customer service, she told me all I need is a DEC. Is that linked in any way to the MEID or the ESN?

DEC is your ESN/MEID in decimal conversion, if I remember correctly.
