Its a bit more complicated then that..for 3 reasons...

1) It uses ARM and not x86..and there are not too many people know how to program in ARM in comparison to x86. Not to mention the hardware is not as known about since cellphone manufacturers like to keep hush hush on the components specs and functionality where Desktops follow standards and documentation can easily be attained..and to add to that Windows is usually locked via a key...in this case you gotta rewrite the boot loader altogether which requires a lot of reverse engineering.

2) Phones unlike computers are something you carry with you and can get lost, or often harder to replace components for..I don't think you'd be happy to find out your phone with illegal OS on it was "found" by the authorities or your carrier.

3) Ports usually require testers as the hardware is different..and getting testers publicly to do something illegal is usually not advisable

I say just wait and see what WP7 phones come out. The spec requirements by MS seem to be pretty stout, so you wouldn't be downgrading (processor/RAM-wise) by going with a WP7 phone.

Lets drive the point home one more time. It will never be possible to install WM7 on any device since it does not exist, there is no such operating system. It is called Windows Phone 7 or WP7 it is a whole new incarnation and is not based on windows mobile.
