The thing is while the cameras are getting a bit better the main constraint is the size of the sensor used. The sensor inside you're average or above average PaS varies in size from the size of a penny to the size of a quarter, the ones inside the phone are like the size of the tip of a pencil eraser. The bigger sensors obviously produce better pictures with better clarity and color.
The only phones I've seen with pretty nice cameras have been Sony Ericcson because they use good sensors and the same lenses found on Sony's Cybershot lines of cameras.

I'll be honest, I'm more of a Canon guy myself, but I remember when the iPhone 3GS came out people did a comparison of some SE phone and the 3GS shots and the general consensus was the SE phone from 2008 took better picks than the 3GS.
