New Plan? You can stay on your current plan...and then just pay the $10...simple easy...

On the 4G, you may not live in area that covers 4G, but there are chances some places you go 4G will be there...so its more or less there for convieniece. It's not so much scamming but saving some cash...were in a recession atm...every penny counts...I try to save anywhere I can...and if I have to, I'll early terminate one of lines to save a little more, because in the long run I will end up spending more per month than just getting rid of it...
