I didn't ever have that issue on Demo Rom. Does your picture mail work on the Shipped ROM?

download sprint picture mail cab and install on your device. after you run the install it should show up under the mail section as sprint picture mail.

I would say go with Arcsoft if you can find a ROM with it cooked in and it actually works for you. You can check the settings to make sure everything is ok. Sprint stock Picturemail sucks IMO.
