Does anyone have a cab which will be me access to the ## menu?

I lost my old phone and had a spare one which I upgraded to ClearROM. I don't think my profile cleanly initialized and I can't get on to the internet. I searched and found some instances with this problem where they used ##3282# and set some value from 0 to 1 which resolved this problem in the service menu.

The problem is my phone doesn't understand ##3282#. Does someone have a cab or have any ideas? I've been searching for an hour but can't come across anything.
