windows live one care shows that its there and removes it but it keeps coming back

Use System Mechanics. Has a 30 day trial. And I'm guessing you got this virus without virus protection. That is the most stupid thing you can do on a Windows Computer. Worst comes to worst, wipe out the machine.

Reinstall Windows or use System Mechanic.
