Ok, I found the cab installer on their website and I attached it here.
1. Unzip the zip file
2. Place the cab file anywhere on your PocketPC
2. Find it in File Explorer and click it and it should start installing.

For the ringtones, I know that mp3, wav and wma ringtones only need to go in the My Documents folder to work. For incoming mail sounds though they have to be wav and put in the windows folder.
