That is what's known as the bootloader screen. Try reflashing a smaller ROM first. Then try this utility:

Are you using Vista with the 1.00 bootloader version? Just hit the "thanks" button if it helps. No body parts, plz.

Look and see what version your boot loader is. Then make sure you are using that version in BuildOS and make sure you are using the correct carrier in BuildOS as well.

It says 1.0 on the 6700 screen, does that mean i have version 1.0 boot loader?
Oh and the phone has Qwest written on the top of device, does that mean it was a qwest carrier?

Yup that's bootloader 1.0. It's a Qwest branded 6700. What carrier are you on?

Well, your phone won't work and it will only be a PDA.

Each phone has a serial number (ESN) that allows it to be on the database of the carrier. If you can work it out with VZW, then it is OK. Decide on your carrier first and activate the phone while still WM5. Lots less questions from the carrier as the WM6/6.1 is not supported on the phone. Once you upgrade the ROM, you will probably lose tech support from the carrier. But the support on the board is better than any carrier's tech support. Get the insurance, too, if you can. Look at some of the issues with the phone on the board.

Edit: Oh, that app gets you unstuck from the bootloader screen ("black screen") after a problematic flash but I guess you aren't stuck. Again, if you are using Vista with the 1.00 bootloader, you will have problems using the kitchen.
