So the issue here is that some headsets (notably the Voyager 510) appear to store the MAC addresses of up to two BT devices in memory and try to auto-pair/auto-connect with those two devices when powered on or when the MFB is pressed.
I was having the same problem with my 510 headset constantly trying to auto-pair with my 6700 running 3.3 even though BT was not discoverable on the 6700 and I had not paired the two yet (I had paired them months ago, but I've since moved on to a WEP200 headset).
To test my theory I paired the 510 with an old Motorola E815 and also with my PC, and sure enough now it doesn't try to auto-pair with the 6700 anymore. So it appears that this is not a completely random act of pairing, so to speak - it requires that the devices have had a relationship in the past. At least I'm running with that theory for now, because none of my other headsets exhibit this behavior; I've tested a Motorola HS820 and a SonyEricsson HBH-300.
This means that if you're riding on the train and your 6700 with 3.3 asks you if you want to pair with some random headset, the person who bought your old one off Ebay or Craigslist is sitting within 30 feet of you.
