The 13.7 mb of available space was when the phone was actually functioning with no lockups or freezes after deleting unnecessary IE files. I will monitor it more and get more indept measurements of capacity. I remove yet a few more programs and passed the 14 mb of available space mark now.
I tried a few of the file cache hacks and used the recommended settings since mine were off a bit as well as a bit too much.
I found a new installed utilty to remove even more unnecessary files called "Quick Clear". Will keep working on this...

Ok, I got it....FIgured it out....
The utility to use is called "ClearTemp", and the problem was that the changes that were being made were not completely reflected on the "Shell" itself. I made changes in "ClearTemp" and then went into it's tools option and programmed it to clear all temporary files on startup, as well as checking everything in the main screen box to get cleared out.
I saved, rebooted and get a red error message that the "Shell" could not be reloaded. I click ok in the error box and the whole phone "Crashes" and reboots...
Upon reboot, everything has been cleared that was supposed to be cleared "Finally", and guess what - I can answer the phone on the 1st ring now...
Available user memory is 14mb and 16mb program memory. "ClearTemp" clears out everything from temp files to recent program list, etc...like a clean restart...
