A couple of things:

Try and flash your 6700 to the Verizon 3.3 rom that might put the proper M.IP settings in.

Also create a brand new connection and have it just dial to #777 with just your username/password. Don't check the mip settings.

And finally force your phone into 1x mode and see if the data issue is related to EVDO authentication.
