No, but until the fixed OEM is out, you can easily fix your problem of the start menu too. Just use file explorer and find Comm Manager.lnk in \Windows or in \App Buttons. Then just copy it to \Windows\Start Menu\Programs

Have you disabled advanced network functionality under Settings\system 'USB to PC'?
