I have seen this occur on a couple of builds I have made from the 071108_1 Kitchen.

The only way I have been able to get my phone functional (without a hard reset) is to push the reset button immediately after the Today screen comes up. After that, the phone will work OK for a while.
These phones have always been prone to freezes if you try to tap the screen before the device has fully finished rebooting. I always make it a habit to wait about 10 seconds after I see everything fully loaded on the today screen before tapping and have not had a freeze on soft reset for a while.

Also I think that HTC Task Manager has caused some issues like that--maybe other 3rd party apps too, so don't count those out as a possible cause of this.
