It's the rom. Hard to say what the cause is with the info you've provided. More than likely, it's something you've baked into the ROM - probably a today screen program.

Hey. What the heck.

I don't get what I did wrong. I recently bought my XV6700, and as soon as I got it, I flashed it. Now, When I had a little more time, i tried reflashing it, but it's staying at the bootscreen splash for quite some time now(almost 5 whole minutes at the time of this writing). I used my own ones, but I'm almost positive that they are the right resolution and everything. Since I know that this problem is commonly described, I'll include all the things I added, in case it helps. I'm thinking about reflashing, but not sure if I need to.

I agree with GGuruusa, It has to be something in a today screen app. Probably the HTC Home. I assume you don't have a program like SPB Pocket Plus that has a safe mode boot. I'd say it's a problem with the startup programs and the order they start hanging up something. Give us some more info-build selections, etc to work with. The more information we get the better we can help. You could also reflash with the default selections of the kitchen to see if that fixes it, and start over again.

Liquid Solstice - remove a few things from your rom and try again. When your rom never makes it to the windows mobile start screen, it's a problem with the rom. Depending on your bootloader version, this is a known issue.

UHaul-Kid - Posting right here is fine. You flashed a stock rom and still got stuck? Flash again, make sure you hard reset, and tell us your bootloader version if you're still stuck.

Ok, gguruusa. It's been at least my fourth time flashing, and it still doesn't go past the bootscreen. I've tried many combos. I'll still try the very first one I did when I first got my phone, that one worked beautifully. OK, so after it's done and everything, and I hard reset, it brings me to this blank screen with two options. One is to set back to factory default, and the other is to exit. Naturally, the first time around, I clicked exit, and I let it try and start up. That was the time when it wouldn't get to the windows start screen. But oddly enough, When I pressed Y to reset, it booted up. I could tell because it had my custom bootscreens. BUT:

Certain programs which I installed flawlessly before are telling me it(the program) did not have the sufficient privileges needed to install

My HTC theme, was not the same color as I had it before, when I flashed it for the first time. Hell, ALL of it was this weird Turquoise color. Shiny, yes. But I prefer the plain and simple black one.

TouchFLO was acting rather weird. It wasn't activated by default, which it was the first time I tried this method.

VistaCube was not mapped properly to the sliding up the middle quick gesture.

The HTC Vogue Smartdialer was not the dialer shown.

Many things I wanted installed did not work.

I'm very irritated. I did ALL my homework on this kitchen, and even correctly did it to my liking the first time. Why am I doing so badly this time around?

The one feature that does work, I'll grant it, is the phone fully functions. I can dial numbers and receive calls.

For your reference, I have been adding and taking out the radio files I previously used, along with this file called Blank_Ext_Rom which is supposed to unlock and empty the EXT Rom file. I have tried changing the RUUs that I use, and still stuff is not working.

I've even tried reinstalling BuildOS, but to no avail.

As a last ditch attempt, I will try to use the exact same settings I had last time, including boot screens and radio files.

My bootloader, as far as I can tell is 1.00.

Please do help in any way possible, I'm really desperate. I've had this phone for less than two days, and am in no financial position to buy a new one.
