I replaced the %CE2% with \Windows but is still did not work. So I used the switch accounts in the WLM gui to re-create my account and that did the trick!
Can you make these changes to your OEM?

Nice catch. When I converted the new live cab to an oem package, I missed that.
Changing
Default=%CE2%\WLMContactsProvider.dll
to just
Default=WLMContactsProvider.dll
and
DLL=%CE2%\WLMMailTransport.dll
to
DLL=WLMMailTransport.dll
in the oem's rgu would fix the problem.
Granted this is a mute point now with the new kitchen being out
