I ran the activesync troubleshooter just now, In the results I get this:

ActiveSync Troubleshooting Utility version: 4.5.5096.0
Date/Time: 2009/01/08-13:05:22.953
Analysis started
Operating system has been qualified as Windows XP (Home or Professional) SP1 or greater
Current operating system is supported
Current version of IE is supported
ActiveSync version found is 4.5.5096
Outlook 2007 found
Current version of Outlook is supported
Exchange server not found in Outlook profile
PC is not qualified

I have deleted the relationship between the two. Rebooted both the PC and treo. Installed activesync. Rebooted again before syncing. When I sync for the first time I'm still getting the message that if I want to sync contacts, favorites, and notes I have to install and run outlook.

No one else has had this problem?

Problem finally solved!! =D>

For what it's worth, this is what I did.
1. Deleted relationship between activesync and phone.
2. Uninstalled Office 2007 and activesync, then deleted all remaining program files of both.
3. Rebooted PC and soft reset on phone
4. Defraged PC
5. Rebooted PC
6. Installed Office 2007
7. Rebooted PC and ran outlook.
8. Installed activesync 4.5
9. Rebooted PC and synced the phone with contacts finally synced.

Very frustrating considering I uninstalled and reinstalled everything several times. The only difference was the steps I took in the process. Either way, I hope this helps someone else eventually.
