Radiation with Phones turned off?

Wherever you stand on the cell phone radiation debate, it can't be denied that cell phones do generate electromagnetic fields, whether they are harmful or not. But I know little about how cell phones work, so hopefully people here knows.

Thing is I am drooling over the HTC HD2 and can't wait for it to be released in the US. But I want to use this for everything EXCEPT as a phone. Good thing there is a setting to turn off the phone connection. Since I expect to use this device as my non-phone PDA/PPC/MID (or whatever new name is currently trendy) a LOT, if the phone radio is off but the device is on, does it still emit electromagnetic fields?

I did search the forum and found a similar question, but the replies just say to don't worry about it, not if emfs are still being emitted.
