There is a method which requires rooting and pulling and pushing files through adb. Search XDA or Google.

I like to send lots of picturemail and dont like having my pictures shrimped up. I have to pay this extra fee/evo prem data/features for limited picturemail access? I dont like that and dont want to root. Doesnt make sense for sprint to do this. My evo is getting the dumbphone treatment.

There is a limit, set by the carriers (i.e. Sprint, Verizon, ATT, etc), on the total size of the MMS image. The EVO, and other smartphones, send within that limit. I also had a TP2 and remember that you could change the size of the image sent, but I don't remember that you could send it as the original size. And even if it did, the size difference between an image from the TP2 camera (3.2 MP) and the EVO camera (8.0 MP) would be huge.
Now, with all that said, I can tell you that if you use Handcent or ChompSMS you will have more options. I am currently using ChompSMS and one of the options is to "Preserve Image Resolution," which by default is not checked. Checking that, and setting the MMS Size limit to "No limit" will send larger images with the original resolution. Though many other smartphones may have an issue viewing your image.
