You are right. Carriers do have a MMS limit on the size of received messages but it is not 21kb that my pictures are being reduced to by the Android default messaging app. Still very well worth it to send bigger pictures (those I usually would send to from my TP2 would get 700kb images). I believe the receive limit on most carriers is about 1.2mb or so.
