same thing happened to me. i've unlocked only two phones. Two different phones, but because it was from the same IP address at my office, it got flagged. Paid twice...even though they were personal. Had a replacement phone come in, same error again, so paid for it again. So far i've paid 3 times..

and yes...these are personal phones.

In all seriousness, the answer to all gripes related to this process is NOT "if you don't like it, make your own". I do NOT like the fact that my IMEI was flagged until payment was received and/or I waited an undisclosed amount of time for my new phone to be unflagged.
