I'm running Norton 360 as well, I set it to be disabled for 1 hr and the firewall is down but no luck.

I was getting that same error, What I did was turn off Norton 360, make sure you go in to your settings and turn off everything manually then open windows device connect and make sure your phone is connected and synced. Run the unlocker and that did it for me. I had trouble first. just disabling the AV from the fist toggle button did not cut it. you have to disable every toggle button off then turn off AV, then your firewall.

I was using the toggle button as well to disable Norton, I'll be back home in about 40 minutes and I'll give this a try and post the results but this sounds like it could work.
