I am going to say no based on my results at the store. But I have also heard different things for different people, all I know is that contract states nothing about un-locking or upgrading OS. If they believe that is the issue they can easily flash back to stock and see if the issue persists.

I downloaded and installed Rhodium-HardSPL.exe on 12/12/09
Then I uninstalled it almost right away.
I just tried to reinstall and I can not.
The Error is -
! Cannot execute "C:\Users\David\AppData\Local\Temp\Rar$EX04.869\Rh odiumW-HardSPL_V1_10R3.exe"
Tried to download a new file and I get the same thing.
Do I have to pay ? Where do I pay ?

I have the same problem,,the error is "C:\Users\andi\AppData\Local\Temp\Rar$EX04.869\Rho diumW-HardSPL_V1_10R3.exe"

probably antivirus. make sure you disable antivirus and firewall, download the hspl unlocker zip file, then extract the exe to your desktop, then right click on the hspl unlocker exe file and choose run as administrator.

When I try to run (as administrator - Vista ) "RhodiumW-HardSPL_V1_10R3.exe" from my desktop
I receive "Windows cannot access the specified device,path, or file. You may not have the appropriate permissions to access the item." error.

sounds like avg got to it, or maybe another antivirus. do you have avg?

Firewall is off
I do not see AVG running on the Task Mngr
