Ok i figured out whats going on.. apparently my preview of the picture is disabled i was able to recieve one to but i had to go to save the content then i could view it in my album..is there a setting for my picture preview being disabled and ok hold on

there pictures taken from the phone..they show if i send them to someone but i guess the preview doesnt work for me ..it started doing that right after i installed arcsoft

well they dont open at all from there (the screen shot) but from the file explorer they open in the regular touch flo picture thing where u can scroll through em with ya finger

Im going to fiddle in the registry of arcsoft maybe its something in there but by all means if someone has a quick fix please post it..it would be greatly appreciated
