I don't think there have been any released (i.e. "for sale") phones with newer builds yet.

Sony did announce a 6.5.3 phone in Feb, but don't think it's hit the market.

There have been three releases. The first two were just Packages and the most recent was a Test ROM. Photon is the HD Mini. You can find all these packages and ROMs over at Mobile Underground in the Chef's Section.

I did a quick google - the HD Mini (Photon) is available for sale in Europe with 6.5.3. So I stand corrected.

And no, the Huashan (WVGA) and Hengshan (HVGA) don't appear to be released in China yet.

Huashan device hasn't been released yet but you can find two sets of test packages and a newer Test ROM over at Mobile Underground. The device is a WVGA with a TI OMAP processor.
