go to settings>personalize>Vibration and uncheck it then you will be good to go

Are there any Tweaking prgrams stripped from a cooked ROM that we can use?

If u mean like Advanced Config or HD Tweak or some sort, yup you can use em

Yup, it's the keyboard config tool.

Can anyone else verify?

EDIT: Looks like I may have screwed something else up, I manually installed the sdkcerts.cab and the keyboard config cab, and now they work... So ignore this, I guess.

the idea is there there is 2 ways to flash a ROM custom or stock
from Activesync/WMDC and from the SD card

you stated having a 260 error so the walkthrough for how to flash from SD card was giving to you

regardless its the same idea whether using a stock or custom ROM
Extract the EXE if needed
rename the .nbh file
follow the directions to place and start the phone in bootloader mode
