this is crazy..
-flashed no cookie Pluto and comm manager works.installed cookie.cab and comm manager still works.
flashed pluto_cookie,comm manager broken,but every CHT toggle switch works.
something went wrong in my kitchen...

Vin, here is one more issue. I cannot change any of my wallpapers with the latest 7-8-10 Cookie Pluto. BTW, my COMM Manager does not work, either, even after a reflash.

I have had trouble with the comm manager in my 6.5.1 builds.
I could not track down the issue... If you find out please share.
I haven't seen it in my 6.5.x builds.

But this does tell us that it's not anything to do with the builds like I thought it was.
