When I unzipped the .exe file for this one, there is only one .NBH file, so it looks like the radio is incorporated within the ROM update, and someone with skills is going to have to extract it if folks want just the radio.

Which taskbar are you trying? With 6.1,Verizon's taskbar files are a little different that other CDMA. Not sure if that's true for 6.5, but it might account for an issue.
