Status of Scott's version of the Rhodium Manilla. After flashing 21042 and Rhodium, I applied all the cabs supplied by Redd214 and ran into the problems that I identified earlier. So I did a hard reset, and selectively applied the fixes with soft resets between each one and so far, I haven't experienced any of the issues I had earlier. In all cases, TF3D had to be shut down before applying the fix.
1)
HTC New Contact Card.cab - Solved issue of attaching pics to contacts
2)
show. program tab.cab - Partially solved Lack of Programs Tab, but by itself, after adding a new program, it sorta changed to a "START" tab and was stuck there. TF3d had to be closed to return to normal (2nd half of fix later)
3)
HTC Rhodium Menu Enhancement.cab - added for no particular reason.
4) Replaced
22bb3b19_manila in Windows folder - don't remember purpose
5) DisableWorldClock.cab - Solved Time Zone Problem
6)
Push Internet Fix.cab &
xbmod internetportal fix.cab - Fixed Internet issues
7) MobileMatt FuzeBerry II v03.28.09.cab - My prefered theme -- However, when this was applied, the programs tab (fixed in #2) showed ALL programs.
WhiteFont_AllPrograms_Tab_v3.1b.CAB - This fixed the remaining problems with the Programs Tab, and allows you to add "selected" apps. If this is applied before the theme, you still get ALL programs. It needs to be applied AFTER the Fuzeberry theme. There is also a version with BlackFonts at this XDA Thread:

9) Applied
HTCWeatherMasterRhodium2.0Beta1.CAB - Solved issue of selection of different cities. THIS ONE is made specifically for the Rhodium manilla. Version 1.3 will not work. The thread for this one is:

If you run into a RED screen issue when trying to change wallpaper, delete the hTCphotopicker.exe in the Windows folder. During my original load, I neeeded to do this. In this latest installation, it was unnecessary.
I did not apply the SMS fixes or any other ones because I don't use those functions.
Hope this makes life easier for other users.

EDIT: The only issue I have now is that the "REMOVE PROGRAMs" listing in SETTINGS, is blank. Nothing is added as I add programs. Again, I think this is a Rhodium issue, not a ROM issue.
Edit 2: Here is the reg edits to be able to remove the "locked" shortcuts from the new program launcher. Thanks to gamer007 for finding this over at XDA.
That can be fixed with a registry edit
Change "IsReadOnly"=dword:1 to "IsReadOnly"=dword:0
in the following"
[HKEY_LOCAL_MACHINE\Software\HTC\Manila\ProgramLaun cher\0]
[HKEY_LOCAL_MACHINE\Software\HTC\Manila\ProgramLaun cher\1]
[HKEY_LOCAL_MACHINE\Software\HTC\Manila\ProgramLaun cher\2]
[HKEY_LOCAL_MACHINE\Software\HTC\Manila\ProgramLaun cher\3]
