The tri color boot screen reports that my phone is "Security Unlocked".

I've tried soft resetting it, hard resetting it, locking it, unlocking it, flashing from the storage card, and nothing will get past the "Loading..." screen. Did a few searches here and xda, but I didn't see anyone with this problem on the touch pro.

I have the HTC Touch Pro, Raphael 800, Sprint branded with stock rom. Any help or a link in the right direction would be much appreciated. Thanks.
Sounds like you might be stuck in the nasty bootloader loop. You have to pull out your memcard and put a stock rom or cutom rom of your choice on it. The rom file name has to be changed from RUU_signed.nbh to RAPHIMG.nbh, and has to be on the root of the card. Then put it back in your phone and put it into bootloader mode and it should read the file and ask if you want to flash.
