Hey my tricolor bootloader screen says:

Raph800
SPL-0.37.0000
MicroP-Herman (LED) v0C85
MicroP-Herman (KEY) v0C85
PSOC-Raph STAGE_EVT V20

and currently everything is working on the metro network (wap, mms, gps). Now i want to update to the EnergyROM 'Photon' (23081/21864) rom.

can i or would i have to re-unlock it with cmonex?
If i have to unlock it again would i have to re-activate it on the metro pcs network?

your phone is not unlocked. (spl 0.37.0000 = locked)
unlocking the phone will allow you to flash custom roms.
you will not have to re-activate.

even though it is on the metro pcs network? i thought it would have to be unlocked to work on the metro pcs network.

cdma phones are not carrier locked like gsm phones.
this hard spl unlocking procedure that is described in this thread is just so that you can flash custom roms and radios. that's it.

I am about to flash my US Cellular HTC Touch Pro to MightyRom6, but I'm wondering something. If I need to take the phone in to have it replaced with my phone insurance, or anything like that at some point, how can I flash it back to the US Cellular ROM image of Windows Mobile 6.1 that is on it right now?

you would just flash the shipped rom here, then run the relocker in the first post of this thread.

Awesome. Thank you. I have a new question now though. I flashed the phone and everything is working except for two things. First, QuickGPS is failing to connect and download any updates. Not sure if it's a problem or not yet.
Second, the phone will not download the US Cellular My Contacts Backup program now. It says that the file is not a valid Pocket PC Application when it downloads and tries to run it. I really need to be able to download it again and restore my contacts. I have ALOT. Anything I can do? Also, anyone know where the Weather widget is hiding at in MightyRom 6?
