I had this same issue when I started flashing. It does sound like your device is still locked. I had to trigger the bootloader and do the unlock from the bootloader I couldn't do it any other way. Trigger the bootloader and run the unlock and then try again to flash. My first flash from the non-sprint ROM also needed to be in bootloader. Don't give up though, just read the directions in the unlocking fourm and do the steps verbatum and you'll be good in no time.
