You can't just install programs on your phone, get it the way you like it... then share it with everyone, no.
As said above, you have to use a kitchen, not overly difficult, but it takes a while to perfect certain things... find out what registry entries to make to do those things that you just press a button for on the phone. Hense the usually small number of ROMs, most of which are based off other peoples. A lot of people will use the same Kitchen, (soon to be ghetto's (with a few additions from me)) and then customize the ROM the way they want it. Then they upload it here because if they want it like that, there's probably a few other people who would like something very similar. There will be a lot of stripped down ROMs, overly bloated ROMs, and fairly customized ROMs soon, but no is the answer to your question:P
