I was Navy myself, and a place like Japan has WCDMA networks besides GSM, and if you would like to do research on those networks, wiki is our best friend.
Note: You would also have to get the AT&T model unlocked before you step foot in any country outside the continental US.

...And make sure the phone has at least the 900 & 1800 MHz bands on it.
