As smooth... not right away. Less buggy? I dunno. Good chance.
To be honest with you, although google and android have been working with htc.. know the hardware in and out already. I would bet it would be as close as possible to being good or better.
Just like them the developers probably have a release schedule or cycle of some kind going already. Though MrPippy and others busting in and kicking butt just pushed things to where they should.
The biggest issue is this phone was made with windows in mind. There could be that they need to write the firmware to run the sound chips or anything else. Much of those are modules and known through other phones. As mentioned before our phones have some different hardware. For better or worse just means more work.
I think overall it can be better than say the Droid. Droid Eris? I dunno. I know it will probably be on par with other HTC phones. The thing I think of is Verizon or Sprint or other carrier nitpicking over things that make other features lack. Look at the Blackberry Storm in the beginning, pushed to make the phone got it working and sold it with the missing touches on the rom.
Ultimately what stays functional or gets worked on is in the hands of the community. Quality will get there little by little but as you can see... already built in from the start as a reliable os (as long as you ignore what isn't working which is less than half the entire list).
