OP, did you ever find a good solution for your needs? As a father of four children, I understand your concerns. First, I use Sprint Family Locator for my children's phones. It's nice to know where they are at any given time and I setup points for their boyfriend's/girlfriend's houses, school, etc. If they are not in school within 30 minutes of school starting, I get a text message. As for apps, I have heard a lot of good stuff about Mobile Nanny. Check it out and see if it does what you are looking for. It does cost about $50/year, but they do offer a a 14 day money back guarantee. And honestly, is a little over $4/month that much to ensure that your daughter is safe?

If you know of anything which can help me please give me the information. She has a HTC Hero and I am using the Evo 4G.

This is and will always be the best answer. It's funny how now days people frown on this yet they went thru it when they were young, and they survived. Being whipped a few times doesn't kill you. I've got a 9 month old terror of the female kind. So it'll be some kinds of fun in 11 or so years.

I only have an 8 year old son so forgive me if I don't get this.. but why does a 13 year old need to have a cell phone?

If it is an absolute necessity, I would say get her one of these (Firefly Mobile: The Mobile Phone for Mobile Kids) phones where you can program in phone numbers she can call and get calls from and then you won't have to worry.

There is an app called tasker, that you can use to track/remotely monitor/disable the phone.

it's ridiculously powerful, but kinda advanced.

almost anything is possible with that app:
