Maybe not much help, but the Casio G'zOne Commando comes with just such an app. On mine, in ./system/app there are several apps apparently unique to G'zOne. One is GzSeaTide.apk, which is exactly what you're looking for. I don't know if such an app is available in the market. Haven't looked, obviously. HTH
