You are Mistaken.

All your sounds in your phone are digital files.
Both outputs (mini USB and reg headphone jack) produce same output to the physical drivers of the headphones.
The digital file is converted by the player to an electrical "analog" signal to your headphones.

As I stated before, in your case try re-inserting your HTC headphone mini-usb plug until you get it to go loud.
