wow, haven't seen this thread in a while...

PIM.vol is file to which you refer, in file explorer its found under "My Device"
you cannot delete this file, but you can rename it. so to replace the existing PIM file on your device you must rename it to something like PIM2 and then you can copy/paste your PIM with your data to "my device" using file explorer, soft reset and then (and only then) can you del the PIM2 and at this point your contact data should be there.

I didn't see this suggestion, but if it's redundant I apologize. After losing
contacts after I thought I backed such up on my Vista laptop, and doing
silly things, I use SPB backup. However, gMail is great to sync with Active Sync
and saves your contacts and your updates to them. You don't even have to use
gMail for email but could use the account for backup purposes. And they have
instructions on how to set up the sync.
