It's all there. The two sliders popup when a call is incoming.

I'm pretty sure he is referring to the ppl who keep asking for the actual call lock screen which is built into 6.5 and to my knowledge has not been extracted.

exactly... but if you do have wm6.5, it's as easy as turning off the phone skin in advanced config and locking your phone.
