is there a video converter that works on a winmo phone that actually does the converter on the smartphone? maybe something like total converter or any converter that does the converting on the winmo phone?

probably not, and if there was it wouldn't really be useful since I doubt the phone processor could encode very fast (unless it was a very short youtube flash video or something)
