It is a Today Screen program only, so the only way it will ever work is with TF3D turned off.

Unless you use this version. http://forum.xda-developers.com/showthread.php?t=548023

I've never had any of those things work for me, gave up a long time ago. I like TF so I'm off the WeatherPanel and on to another weather program that isn't today screen.

I use secondtoday and it works great! I just either bring up WP by using the task manager drop down menu or I create a shortcut in quicklinks on HTC Sense. Been using it this way since Sense came out for the TP.

I installed the WeatherPanel_2010.CAB file but the moon phases still do not work correctly. I get wildly large percentages (e.g. 59961914%) and no images of the moon. Is there additional data that I need to download?

It sounds like you still need the WeatherPanelDLL file. Download it from the first post, and unzip it. Disable WeatherPanel. Place the dll file in the WeatherPanel folder, then restart WP.

Notihng additional needed. The install didnt work, your running with the old dll.

You could try this.
1. Disable your weatherpanel Today plug-in
2. Download the weatherpanel.dll.zip and extract.
3. Copy the new weatherpanel.dll over the exsisting weatherpanel.dll on your phone. (\program files\marsware\weatherpanel)
3. Enable your weatherpanel Today plug-in
