locking the program drop down icon

I'm not sure where to post this but here goes...

How can I lock the program drop down icon (that's in the top right) so it stays for app pages like mail and file explorer etc?

I want to keep programs running and easily flick between then and I used to use maginc button on my WM6.1 vogue, but it just hangs all the time on the WM6.5 rom I have on my diamond.
